This year has seen the introduction of major proposed changes to the way funding for general practices will be calculated and distributed:

  • Capitation reweighting will see capitation redistributed based on new criteria that identify patient needs and complexity, but exclude ethnicity as a factor.
  • Rural funding will also be reallocated.
  • A temporary limitation on fee increases for the 2026/27 financial year is also proposed.

There are other proposals such as targets and performance that form part of the package.

The Contracted Provider negotiators and PHO negotiators have jointly worked on getting as good an offer as possible from HNZ. However, with such significant changes proposed, we have agreed with HNZ that we need general practices to ratify the offer before we can agree.

Important — Voting threshold: A minimum of 75% support from contracted providers, covering 75% of ESU is required for the offer to be accepted. Please ensure that only one vote per contracted provider (back-to-back holder) is submitted. If ratified and accepted, then the offer will apply to all practices.

You will have received a pack from your PHO which includes the Heads of Agreement for the offer as well as a calculation of what this means for your practice. Please review this information carefully before voting.
